You don't need an Android phone. You can have any mobile device or any kind of phone it does not matter so if you're playing on mobile use the Android installation.
It is because you are on iPad. Apple is a bunch of (Insert bad word) and don't allow downloading stuff not on the app store! You could sideload stuff but not this game. If you want to play it your best chance is Mac, Android, or windows :)

It’s not meant for use on ChromeOS. if your chromebook can be android-jailbroken, you could probably install the android release.

If You're not on a Mac or Chromebook, then just Press the download button.
The reason it doesn't work on a Chromebook is because they don't support ene files.
